ICS 201 Summary of Current Actions Updated as of 1600, 3/29/02

( o DISPOSAL (TOUW)

Auxilliary Chiller Room Oil Tanks - During the week of 3/24, several of the chiller units were removed from the Auxilliary chiller room, however, tie-back operations in that portion of the site are still on-going, hindering access to the two 2500 gallon oil storage tanks located in that area during the week of 3/17. Bovis indicated to EPA that the tanks may be accessible for pump-out sometime during the week of 3/31. The tanks each appear to be about half full, and their containment areas also contain oil.

WTC4 Oil Spill - On 3/11, a grappler working in the remains of WTC #4 punctured a 500 gallon diesel oil tank, releasing about half its contents into the surrounding excavation. ERRS continued to collect and replace oiled sorbent throughout the week of 3/17. NYSDEC has informed EPA that they do not want the oil-contaminated soil to go to the Fresh Kills landfill, so EPA has sampled the soil for disposal analysis, and is awaiting analytical results, in order to make disposal arrangements. The contaminated soil will be segregated to the extent possible, and staged for examination by recovery personnel. Once the contaminated soil has been screened, it will be loaded in roll-offs for proper disposal.

B-6 Level Emergency Generators - Debris removal in the area sulrounding the three remaining generators continued slowly during the week of 3/25. Tully, one of the prime contractors on site, will provide personnel to drain the oil from the generators before they are removed. EPA will oversee the work, to provide absorbent materials, technical assistance and support to address any oils that may spill during the recovery process.

Stillwell & Gladding Laboratory, 130 Cedar Street - Since restoration of elevator service does not seem likely in the near future, ERRS manually transported the overpacked and bulked materials down the stairwell from the 8* floor laboratory. The materials are staged at the West and Murray lot, pending disposal arrangements.

General Activities - The Port Authority has informed EPA that re-entry into the B3 and B4 levels along the eastern portion of the site, where a previous entry identified the presence of cylinders and chemical containers, should be able to take place essentially at EPA’s convenience. EPA will try to schedule the removal materials from this area with the PA during the week of 3/30.

Overall, the following materials have been collected to date from the WTC site: Batteries: 94 Containers: 551 Cylinders: 2644

Of the cylinders, 1713 have been recycled, and 144 have been accepted by four cylinder companies. In addition, 56 batteries have been recycled, and 6 batteries have been shipped off-site for disposal. In addition, approximately 633,665 gallons of fuel oil and/or oily water mixture have been pumped from basements, manholes, trenches and USTs.
