We have been informed that the emergency generators are scheduled for testing at foe Pejria feciltfy used by CatepiJJar. We feel confident that testing of these engines and ccrtified datathat wB be submitted will confinn foe engines capabilities to meet foe specification and foe whnessing ofthese tests will not provide any additional benefits tc foe project.

The witnessing requirement in die specification is there to insure that testing can be observed when die successful bidders do not have a continues track record of delivering the products as ^lecified or if engine generator set combustion is of unique design or site that hat not been produced previously. We feel that these generators have been manufactured by Catepillar in sufficient quantities for a long enough period of time to be confident of tiieir capabilities. We also foe! their testing procedure, as witnejsej) in the pasL vc of a high quality and conducted professionally to feet confident of their accuracy.
