We feel confident that testing of these engines and certified data that will be submitted will confirm the engines capabilities to meet the specification and the wimessing of these tests will not provide any additional benefits tm the project. The witnessing requirement in the specification is there to insure that testing can be observed when the successful bidders do not have a continues track record of delivering the products as specified or if engine generator set combustion is of unique design or size that has not-been produced previously. We feel that these genermtors have been manufactured by Catepillar in sufficient quantities for a long enough poriod of time to be confident of their capabilities. We also feel their testing procedure, as witnesses in the past, are of a high quality and conducted professionally to feel confident of their accuracy. We recommend that credits be given for the cost associated with for witnessing these tests. Should you have any questions please contact the writer.
