Experience/ The retrofit of centralized laboratories in a 54,000 SF chemical R&D building, this project
Qualifications included design of variable air volume controls for primary and standby exhaust fans, a
(confd.) hood exhaust system for 150 hoods, installation of 25-foot-high exhaust stacks and room
pressurization controls. The project included the installation of a 60,000 CFM air-handling
system serving 18,000 SF of chemical R&D laboratories, as well as construction of a new
penthouse and the routing of utilities up through the building. It also involved the design of
a dedicated low-temperature chiller and air-handling system serving 1,000 SF, 500 MHz
NMR room and NMR/mass spectrometer instrumentation laboratories.
Merck & Co., Inc., Merck, Sharp & Dohme Research Laboratories, West Point, PA
This project involved the design of the HVAC system for a 6,000 SF animal laboratory and
coccidiosis pilot plant including special air-filtration and room-pressurization criteria, and
structural and electrical support. It also involved the replacement of a HVAC unit serving
14,000 SF of medical chemistry research laboratories and upgrades of the controls, ductwork
distribution, and exhaust systems. Mr. Fink also performed a study evaluating condition,
capacities, and shortcomings of the HVAC system serving a 50,000 SF multi-story office
building. The recommendations are currently being implemented in a full design. Further
work involved the installation of an 80-ton air-cooled, low-temperature process cooling pack
aged chiller and related glycol holding tanks and pumps. The building remained operational
during the construction. Finally, Mr. Fink was involved in the design of the HVAC system,
lighting and electrical power distribution, and fire protection for a 6,000 SF automated mate
rial handling test facility.

Analysis of the HVAC systems supporting satellite assembly areas and bench acceptance
testing laboratory. The analysis determined the causes for environmental shortcomings which
placed the rooms outside of NASA specifications. Potential single point failures were also
identified. Subsequent projects included appropriation grade cost estimates for the addi
tion of 1,200 tons of chiller plant, design of remedial modification to the chiller plant, and
design of the environmental systems for a 2,000 SF computer center serving satellite testing
and validation.
In his experience prior to TKLP, Mr. Fink was also project engineer and assistant project
manager for the following client projects:
Pepper, Hamilton and Scheetz, Philadelphia, PA
Tenant fit-up of 170,000 SF of law space in Two Logan Square. Included were the addition
of a state-of-the-art telecommunications system and supplemental air-conditioning equip
ment for the 3,000 SF computer center.
Reed, Smith, Shaw & McCay, Philadelphia, PA
Tenant fit-up of 75,000 SF in One Liberty Place. The project included after-hours cooling of
the computer room, conference rooms, and word processing and printing/production ar
eas. Structural design was provided for monumental stair and reinforcement of floors as
needed.
General Accident Insurance Company, Philadelphia, PA
Design of environmental systems for 11,5000 SF of computer center relocation, including a
300-ton chiller plant. The project also involved renovation of existing vacated computer
rooms to accommodate the addition of laser printers and paper storage.
