agreed we would first submit a concept submission containing alternatives.

After selection of an alternative, we would ultimately follow the P.D.
format in our final submission. I also noted this was a project for a
national railroad agency, that no additional flows were being generated as
a result of the project, and therefore, that certain components of the PD

aflxer "A". I suggested we could discuss applicability of the standard PD
requirements after an alternative was selected. He agreed.
2.) Alternatives to be Examined; I informed R.A. that we were examining 2
rerouting alternatives — the only 2 we could identify which would not
require pumping or syphons. I also noted that Amtrak had requested that
we look at syphons.
3.) Original July 9 SuhmiRsion;. I informed R.A. that our snHma .giision had hpe»n
based on Preliminary Engineering work done by SSVK, which showed syphons
at 33rd and 34th Streets. We had made the assumption that SSVK would have
checked the concept through with BOS, which they apparently did not do.
