SECTION 1.0: GENERAL INFORMATION
1.1 PURPOSE AND SCOPE
1.1.1 Purpose
This Environmental, Safety, and Health Plan (ES&H Plan) provides the minimum acceptable requirements for ensuring worker safety and health at the World Trade Center (WTC) Emergency Project located in Lower Manhattan, New York City, New York. It also addresses the necessary minimum requirements to ensure the preservation of the environment and environmental resources.
1.1.2 Scope
This ES&H Plan is directly applicable to all work conducted by Agency and Contractor personnel engaged in any activity associated with the cleanup and recovery efforts on the WTC Emergency Project.

1.3 SITE CHARACTERIZATION
1.3.1 Description of Site
Site Background and Location: The World Trade Center (WTC) consisted of seven individual buildings located on and around a sixteen acre complex known as the WTC Plaza. This area is now referred to as “Ground Zero.” The Plaza area lies within the boundaries of the following streets (see Figure 1.1):
• Vesey and West Streets to the north and west • West and Liberty Streets to the west and south
