SECTION 6.0: EMERGENCY PREPAREDNESS AND RESPONSE________

6.1 EMERGENCY RESPONSE PLAN

Contractors shall establish an evacuation plan to include a designated rally point(s) and a means for accountability of all direct contract and subcontract personnel. This plan shall be developed for the purpose of worker protection in the event of a catastrophic event/incident. The plan shall comply with 29 CFR 1926.35 and shall be submitted as an Appendix to their respective Safety and Health Plans.

Attached to this ES&H Plan is the Emergency Response Plan (ERP) and Contingency Plan for the WTC Project (Appendix A). The ERP provides specific instructions and response requirements for all types of emergency situations that could arise during the performance of WTC work.

Zone management shall ensure that the ERP is on-site and readily available to all personnel during working hours. All personnel assigned to support scheduled work at the WTC Project shall be briefed on the existence of the ERP. Personnel shall be made familiar with the emergency response requirements for all work at WTC, prior to work start.

6.2 EMERGENCY INCIDENT CONTINGENCY PLAN

6.2.1 SITE - WIDE EMERGENCY RESPONSE ACTION PLAN In general, if any emergency event arises, the DDC ES&H Manager or designee shall be notified immediately to direct and provide emergency services.

The Project has the capability to provide or obtain fire, emergency medical, environmental spill response, or natural disaster assistance anywhere within a short time frame. Additional information is provided below concerning events that may occur during on-site work. All emergency situations require completion of the incident reporting and investigation forms.

6.2.2 SEVERE WEATHER RESPONSE Upon notification of a weather emergency, all personnel shall proceed to their designated rally point, assemble for head count, and await further instructions. If there is not enough time to reach the designated rally point, personnel shall move to lower levels of buildings or to similar areas with solid structural protection, including closets and bathrooms.

In the event of severe lightning hazards during field operations, activities must be suspended, personnel evacuated to a safe area, and weather conditions monitored to determine when it is safe to resume field operations. Lightning safety protocols established in the appropriate task- JHA must be followed. The supervisor may suspend all activities on-site if necessary due to severe weather. Safe areas include fully enclosed metal vehicles with windows rolled up and substantial or permanent buildings. Unsafe areas include small structures (huts and rain shelters)
