Since you said Jim had spoken to Ron, I spoke to Ron Tramantano directly. He is NOT
concerned about the suits. He did NOT think there is any relationship between the outdoor work
and indoor work. He does NOT want to review our scope of work to check it. He was asked
about the standards for vehicle cleaning and indoor air by Jim because Jim had talked to
someone at Corporation Counsel. Ron does not intend to go to any meetings and he is not
expressing concern about our work. I can’t speak for Dana at EPA Washington because I do not
know her, but if EPA doesn’t think what we are doing is reasonable maybe EPA can do the work
instead of us. I’ll call Kathy and see if Jim is as far off with regard to them and he is with State
Health.
Alessandra, can you try to stop this from becoming a big issue when it isn’t one? The amount of
money to sample each location would probably be very expensive and would lengthen the
process a great deal. Also, once we found some buildings that didn’t have to be cleaned up
under asbestos regulations, the public would protest that they contain other substances we don’t
currently regulate and still try to get us to clean them. This is rooftop cleaning (facades will be
handled at off hours) so we can minimize public alarm since workers can undress before moving
to a new location.
By the way, Ron also tells me that although City Health does not want to be involved in any
indoor clean up. Miller is enlarging the lists of contaminants of concern.

Jim Miller called me again and informed me that he spoke to EPA and State
DOH and that they would like to review our scope of work regarding the
exterior cleanup before our pre-bid conference on April 3. I informed Jim
that there is nothing in our scope of work that deviates from our Asbestos
rules (Title 15 Chapter 1). I advised Jim that EPA and State DOH should
look at our Asbestos rules so that they can better understand how the work
