Jim Miller called me again and informed me that he spoke to EPA and State DOH and that they would like to review our scope of work regarding the exterior cleanup before our pre-bid conference on April 3. I informed Jim that there is nothing in our scope of work that deviates from our Asbestos rules (Title 15 Chapter 1). I advised Jim that EPA and State DOH should look at our Asbestos rules so that they can better understand how the work would be conducted, Jim indicates that EPA and State DOH feel that an argument could be made that by cleaning up outside it somehow translates to cleaning up inside. Jim is looking to have the cleanup be less obtrusive to the public. I told him that I don't know how that can be accomplished without all interested parties meeting. Jim indicated that he would ask OEM to convene a meeting with EPA, State DOL, State DOH, NYC DOH, OSHA and ourselves before April 3.
