Whether there will be one or two contracts is not material. Is this need to air monitor part of the FMA grant to remediate the 250 buildings. The way that Risa wrote the delcaration, and as I made changes to it, will cover the need for air monitoring, whther it will be done as part of the debris-clean-up contract or as a separate contract. But, is it part of the FEMA grant? —Original Message— From: f^GsnicIc F^isd Sent: Wednesday, March 20,2002 3:02 PM To: Smyth, Virginia: Giisenan, Michael Cc: Fenves, Carol; Schiano, Frank; Erdfarb, Stuart Subject: RE: Declaration of Emergency - Asbestos Remediation and Air Monitoring

I'm sorry, I'm not following - do we have to do another Declaration of Emergency for this?

No we are talking about a new contract which will encompass the continuation of the air monitoring done under the prior declaration and also handle the air monitoring required for the debris removal. The earlier contract will expire on April 4th. Bids will be taken for the new contract, so 1 don't know if it will be the same contractor or not.

will the air monitoring be done by the Contractor doing the monitoring pursuant to the initial Declaration? The one you are talking about now is the one I drafted today, re: debris removal, right?

After meeting with Deputy Commissioner Chapin regarding the above referenced Declaration of Emergency, it has been proposed that in order to provide a more cohesive air monitoring program, in the aftermath of the WTC disaster, that the proposed contract for air monitoring during the rooftop remediation project, include a task to continue the current air monitoring at twenty sites in lower Manhattan. Please let us know if this effort would require any revision to the Declaration of Emergency.
