September 16,2001: Bureau of Environmental Compliance Recommendations Regarding the Re-Occupancy of Evacuated Buildings & Bureau’s Update on Daily Report Regarding Hazmat Activities and Asbestos Air Sampling:

DEPARTMENT OF HEALTH ISSUES

• Based on the imminent release of City DOH’s Public Advisory, we recommend that all inquiries regarding the re-occupancy of buildings with regard to health & safety should be referred to the New York City Department of Health (DOH). We have recommended that a DOH hotline be established immediately.

Conferred with Dr. Andrea Lyman, DOH, who concurs with our recommendation and the establishment of a DOH Hotline.

• DEP’s Bureau of Environmental Compliance (BEC) will offer any technical support and advice needed to assist DOH in their mission.

It is BEC’s recommendation that DOH’s Public Health Advisory regarding the re­ occupancy of buildings be finalized and posted on the City’s website and that DOH should attempt to disseminate the information to the public. The Real Estate Board,' Building Management Agencies and others may be able to assist DOH in this endeavor.

■ It is BEC’s recommendation that DOH be supported by sister agencies with respect to sufficiently staffing this effort.

f^l/1 " DEP’s BEC will continue to address the air, asbestos and/or hazardous material clean-up through the DEP complaint center at 718 DEP-HELP. To date inquiries are

• ReSlilts of Air Testing at City Hall: All asbestos wipes taken following the clean­ up at City Hall tested negative. Additional air monitoring results are expected by early evening. (We don’t anticipate any problems)

• Update on HEPA Vacuuming of Financial District:

All streets east of Broadway have been addressed. Site inspections indicate that the streets are clean, free of debris and are accessible to the general public.
