sealed airtight. All bags shall be affixed with identification labels indicating site of origin, date and the Owner’s name.

Storage, transport and disposal of the waste bags shall be in accordance with; USEPA NESHAPS regulations, as revised; and applicable USDOT, NYSDOS and NYSDEC regulations.

2.11 AMBIENT AIR MONITORING Air monitoring shall be conducted by the Environmental Consultant, except OSHA- mandated personal air monitoring of abatement workers which shall be the responsibility of the Abatement Contractor. Ambient air samples shall be collected before, during and after the abatement work is completed. Samples collected during the work shall be analyzed using Transmission Electron Microscopy with 70 structures/mm^ as the acceptable threshold level, unless background fiber concentrations are greater. If any ambient air samples equal or exceed TOs/mm^ or the background levels, all work shall stop and work areacleaning methods will be re-assessed with a concern for activities outside and adjacent to the building (Ground Zero). All air monitoring will be conducted in accordance with applicable sections of RCNY Title 15, Chapter 1.

2.12 WORK AREA CLEARANCE

A. The work area is cleared for replacement of structural components of the building when it is visually clean and clearance air testing indicates that concentrations have been reduced to the levels specified below.

B. In the event that release criteria is not met, all costs associated with re­ testing and re-cleaning shall be borne by the contractor

D. Clearance Air Monitoring and Analysis by TEM

Acceptance Criteria: Decontamination of the work site meets the requirements of this test when every work area sample indicates an airborne concentration of fibers of less than 70 structures per millimeter squared. If any sample is above this clearance level, then the decontamination is incomplete and the work area shall be re-cleaned.

2.13 PREVENTION OF RECONTAMINATION

To deter recontamination of the north side area after successful clearance testing, the contractor shall confirm (and replace) all critical barriers along the north barrier wall. Further, the tunnel from car #24 to the north side barrier wall shall 8
