Re: PARC PLAZA - 22S Rector Place

Dear Mr. Hoyle, In response to Parc Plaza’s air quality concern following the collapse of the World Trade Center buildings on September 11, 2001, ATC has provided the following services within the building; 1. Interviews with building maintenance personnel. 2. A visual inspection of the ventilating, and air-conditioning systems including air intakes for cleanliness. 3. A walk-through visual inspection of residential units and common areas. 4. Real time monitoring for airborne particulate on all floors. 5. Collection of representative ambient air samples for fiber analysis. 6. Collection of bulk samples representative of the accumulated dust and debris for analysis for asbestos content. 7. Oversight of the clean up of dust accumulations within various residential units. Based upon the ATC observations and analyses. ATC concludes that; 1. Building maintenance personnel successfully shut down the house air conditioning system minimizing dust intrusion. 2. The house-supplied air conditioning was off-line and free of dust accumulations. 3. Bulk sample results confirmed that the accumulation of dust from the interior was not asbestos containing material. 4. Common areas and residential units identified with accumulations of dust have been appropriately cleaned using the procedures provided by the NYCDEP. 5, Ambient air samples collected throughout the building recorded fiber concentrations below the acceptable airborne clearance requirement following an abatement action and the building meets the acceptable criteria for reoccupancy.
