Ms. McCarthy, Thank you for your response. I am unfamiliar with the Bureau of Environmental Compliance; what is their role (i.e.: do they administer tests? do they ensure landlords comply with “standards”?). The real problem here is that the very limited tests that we as a tenant group have been able to afford thus far don't show the “one percent” level of asbestos, which Commissioner Miele himself admits is not truly relevant. My point being, if the BEC enforces these “standards” then there is nothing to enforce in this building, unless they break with the DEP’s official position and acknowledge that there is in fact a synergistic effect making residents ill. The synergy comes from breathing in a sub-one percent level of asbestos, combined with lead, arsenic, mercury, and even non-hazardous substances like gypsum dust that are strong irritants. If you can clarify for me the role of the BEC, I would appreciate it. Best Regards, Cynthia

Dear Ms.i PH
I am writing in response to your comments about air sampling in the wake of the WTC disaster. I have forwarded your note to staff at the Bureau of Environmental Compliance who will respond to you directly. Thank you for writing to Commissioner Miele and bringing this matter to our attention.
Sincerely yours,
