I have recently been contacted by Matt Onek, Deputy Chancellor at the Board of Education, with respect to several issues.
Matt indicated he had letters from EPA as well as DOH that support various cleanups. I indicated we would be prepared to
issue a letter of support if these requests were appropriate. I want to ensure that OMB is clearly on board with respect to
the allocations of any monies requested by the City.
As always I look forward to working with FEMA with respect to our projects.

Are you in agreement with this approach? It is similar to the approach we
used for determining the eligiblify of the Stuyvesant cleaning. If not,

Bob,
FEMA has received several requests from applicants such as CUNY, BOE, etc.
to replace upholstery, remove and replace dirt in flowerbeds, and clean
ventilation systems. The FRO's position is to fund such cleaning projects
that DEP deems necessary to eliminate an immediate threat to health, life,
and safety. For instance, when Stuyvesant wanted to clean its ventilation
system Brad requested your Department's review and approval prior to
funding. Since we are receiving several other similar requests (i.e., where
the cleaning has not yet begun and the work appears to be predicated on
federal funding), we would like to establish the criteria described below.
This will ensure that the City is aware of and supportive of the agency's
proposed project and offer FEMA a greater level of assurance that the
project is necessary.
I envision that once this criteria is agreed upon, 0MB and the FEMA Project
Officers will notify the applicable agencies that any cleaning type project
must be vetted by DEP prior to the preparation of the Project Worksheet. It
would be the agency's responsibility to notify DEP, specifically your
office, of the proposed project. I'm aware of approximately 5 of these types
of projects.
