A CWtV k TO: Mayor Michael Bloomberg a.13. 7n-'7»l25 FAX: 212-788-2460 CC: Bob Alvatroni, NYC DEP FAX: 718-595-4544 FROM; Sudhir Jain PHONE: 212-945-2106 FAX: 212-945-2106 RE: Extension of EPA WTC Cleanup Program Registration Deadiine DATE: 12/24/02 - ------ CONFIDENTIAL Dear Mayor Bloomberg: On behalf of the residents of Lower Manhattan. I hereby urge you to request the EPA and DEP to extend the registration deadline for the EPA WTC Cleanup program beyond the current deadline of 12/28/02. We believe this is in the best interest of all concerned in protecting the health and safety of residente downtown. Only a fraction of those eligible have enrolled and we believe this is reflective of the lack of outreach by the EPA; the EPA has not followed its own guidelines in implementing a COMPREHENSIVE AND AGGRESSIVE OUTREACH program. In addition, progress on die EPA’s testing/cleaning of the building HVAC systems to date has been inadequate and this is critical to a comprehensive cleanup. The boundaries of the cleanup need to be extended beyond Canal St and be expanded to cover schools and corainercial spaces and the testing needs to be expanded to cover more Contaminants of Potential Concern (COPC’s). The establishment of a public process and Administrative Record would go a long way to restoring public's confidence in the EPA’s ability to protect them in this and future terrorist attacks. It is premature to abandon the objective of helping every home that was affected by the World Trade Center attack Please do not hesitate to contact me if you have any questions or if we can be of any assistance to you in this matter.
