Dear Mayor Bloomberg:

Thank you for your letter of August 13,2002, concerning the indoor air cleanup program in Iowa- Manhattan. I appreciate your recognition of our program as a positive step forward and your support for our efforts in the development and implementation of the program.

I want to assure you that EPA is implementing a comprehensive program to protect the residents of lower Manhattan from potential exposures to harmful dust and debris residuals. EPA is running this program in cooperation with FEMA, New York State, and New York City. We are using all the tools available, including appropriate aspects of the National Contingency Plan, to achieve this goal as expeditiously as possible. Let me provide an overview of the program we are implementing. The more detailed responses to your concerns and questions are enclosed.

Components of the Indoor Air Residential Assistance Program

First, EPA is directing a study on building cleaning techniques in a building that had only minimal cleaning since the attack, employing and evaluating various cleaning techniques. This project is well under way, and field work should be completed in the next several weeks.

Second, EPA is directing a background study to provide monitoring data on indoor air contaminants in residences north of 79* Street, which were not affected by the collapse of the WTC, so that such data may be compared with data obtained in residences in lower Manhattan. The contractor is in place for this study and sampling is ongoing.

Third, EPA, along with the New York City Department of Environmental Protection (NYC DEP), is providing for the monitoring and cleaning of lower Manhattan residences through the World Trade Center Indoor Dust Cleanup Program. Pursuant to interagency agreements under the Stafford Act, FEMA is providing or will provide funds to the City, which used its emergency contracting authority to enter into contracts for a hotline contractor to register residents for the indoor dust cleaning program, and for certified asbestos cleanup contractors.
