I I The actual cleaning and monitoring is being carried out by the NYC DEP contractors, under the direction and oversight of EPA. FEMA and EPA have entered into an interagency agreement for EPA oversight and for analytical services by an EPA contractor.

Fourth, EPA has developed a technical paper, based upon the input from many scientists within EPA, the Agency for Toxic Substances and Disease Registry (ATSDR), the New York State Department of Health, the New York City Department of Health and the Occupational Safety and Health Administration (OSHA). This paper identifies select contaminants of potential concern related to the WTC attack and discusses how to set health-based benchmarks for these contaminants in indoor environments. The paper is currently undergoing peer review. Interested public/comraunity groups, including your members, have been asked to nominate scientists for ! consideration as members of the peer review panel. A neutral non-profit organization is conducting the peer review process, selecting participants and organizing the review. A public session is planned for late October, 2002, We will keep you informed regarding the progress of the peer review.

Finally, I assure you that the EPA personnel involved in the World Trade Center Indoor ! Dust Cleanup Program have significant experience in overseeing contractors and cleanups, making judgements about risk, and properly communicating about such matters with the public. We are fully committed to the success of this effort. I have directed my staff to devote the needed resources to ensure that it is carried out in a safe, protective, and responsive manner.
