Staten Island Landfill Debris Disposal Operation Health and Safety Program
SECTION 2.0 - SITE CONTROL
The existing nature of the debris disposal operation creates a need for site control. The purpose of
this section is to describe the components associated with site control in an attempt to minimize
personnel exposure to potential chemical and physical hazards and off-site tracking of chemical
hazards by site personnel. Several of the areas described below may change as site conditions
change and its important that the onsite management personnel support the demarcation
associated with this plan and develop an appreciation for the fluid nature of the controlled areas as
onsite operations change.
2.1 LANDFILL ENTRY
Entry to the Staten Island Landfill site will be controlled using an ID-type system. The specifics of
this system have not yet been developed. At the time this plan was generated, the following non-
federal law enforcement/emergency management badges were generally provided working access
to the site:
Federal Emergency Management Association (FEMA).
World Trade Center Badge Security Badge.
Phillips and Jordan ID Badge, which has generally been distributed to their
employees and subcontractors.
NYPD vehicle dashboard passes.
Additionally, other Federal organizations and local law enforcement may be visiting the site.
Coordination with the entry point will be conducted to limit access to only operation-associated
personnel.
