Staten Island Landfill Debris Disposal Operation Health and Safety Program

Facilitate the cooperation of the numerous governmental and private entities with a presence on the site such that all site workers are as safe as reasonably possible.

Provide a set of minimum safety and health standards to be followed by personnel onsite. It is understood that agencies present onsite have their own health and safety requirements. It is the intention of this plan to compliment the health and safety plans developed and used by individual agencies and/or private contractors/subcontractors, while establishing minimum standards that will be observed by the general site population.

While onsite, health and safety - related practices will be governed by OSHA regulations and the USAGE’S Safety and Health Requirements Manual (EM 385-1-1 September 3,1996). In the event that a conflict exists between these two documents, work practices on this site will be governed by EM 385-1-1.

1.1.3 Communication

Onsite communication will be accomplished utilizing a series of meetings and/or briefings. It is understood that all agencies, contractors, and employers will disseminate appropriate information to their own employees. There will be a daily site safety meeting to provide a method for communicating observations, information, and planned operational changes to the site. The daily site safety meeting will be conducted at 11:00 am in the FBI safety trailer. Should meeting times change, updates will be distributed prior to time change. Additionally, changes or addenda to this plan, if made, will be distributed to the agencies during these meetings. Attendance at these meetings shall be limited to one health and safety officer/representative per agency, one representative from P&J, and one representative from EE&G. This is mainly due to space limitations. In the event that special discussions or issues are scheduled to be addressed, attendance restrictions may be modified to accommodate these conditions. P&J will conduct separate safety meetings with their subcontractors.
