' The City concurs with the following determination made by John L. Henshaw, Assistant Secretary for Occupational Safety and Health (OSHA), U.S. Department of Labor: “In that the materials containing asbestos were used in the construction of the Twin Towers, the settled dust from their collapse must be presumed to contain asbestos.” Therefore, the City Department of Health should stop recommending people clean dust with a “wet rag or wet mop.” The City should inform all residents, property owners, building managers, employers, employees, and any and all other interested persons that “any and all remediation of this material must follow all applicable government regulations, including but not limited to federal OSHA regulations 29 CFR 1910.134, 29 CFR 1926.20 through 1926.32, and 29 CFR 1926.1101.”
