Dear \ir Peterson:
Thank you for your October 16 letter to the Occupational Safety and Health

residents in the area of the World Trade Center from the settled dust produced by the
collapse of tiie bvin towers. The steps the union rtccmmetids and our replies are
pro^dded below
! ,
Step 1: All of the dust must Ite tested for asbesto-s u.smg the Transnii^sion Electron

Reply: In that the materials containing asbestos were used in the construction of the
Twin Towers, the settled dust from their collapse must be presumed to contain asbestos.
Lhsrefore, the use of Transmission Electron Microscopy is net necessary in order
to establish that the applicable provisions of the Cor.stniction .Aabestes standard, 29
i I CBS 1926.1101 apply during the demolition or salvage of the affected strucnores.
i ;
Step 21 411 du-'t w'hich tests positive must be. removed by .licenced contractors
i using certified asbestos handlers.
Reply. As you may know; contra ctor .hcensmg and asbestos handler cettincaticri are
