EDC expects to work with upwards of 200 large employers over the coming months, as well as thousands of small businesses. Ultimately our success will depend not only on the financial assistance we are able to provide, but on our ability to convey our understanding of qualitative impiovemeats to the area being coordinated by OEM. It is vital that we jointly reassure companies and their employees that downtown will be redeveloped in an orderly, coordinated fashion and that we provide as much information as possible to facilitate internal technology and infrastructure decisions. We would tike to propose a 1-2 hour OEM presentation to EDC and Empire State Development (“ESD”) staff in direct contact with companies, during which OEM would introduce lepresentatives from City agencies such as the Department of Transportation, the Department of Environmental lYotection, the Department of Design and Construction, as well os from such entities as the Metropolitan Transit Authority, ConEdison, Verizon, and the Pon Authority for 5'10 minute presentations addressing the overall impact of 9/11 on their capacity to serve lower Manhattan and what each is doing to repair and/or reinstate service to the area. A question and answer session will follow. Each representative would provide a contact to serve as a point person for addressing future questions. EDC and ESD staff ara compiling questions that we are currently unable to address with information in the public domain in order to assure die sharing of pertinent technical information and minimize the amount of time we are asking representatives from each of these agencies and entities to commit. It is our intent to have a comprehensive list of these questions forwarded to you by the end of the week of February 11*, and to have the presentation on February or 27* In EDC’s conference facilities at 110 William Street Ideally, each agency will bring a handout to supplement Its presentation, to serve staff unable to attend, and possibly, to distribute to concerned companies. 1 look forward to discussing with you at your earliest convenience.
