WTC Impact on Water System 3

Wastewater Treatment Plant Security After the WTC attack, WWTP security was also considered. The plants were immediately put on alert. Entrance gates were barricaded and procedures were established for identifying and approving individuals passing in and out of the plants. NYC Police assistance was secured for high visibility locations such as North River and Owls Head. We do not believe, however, that WWTP’s are high value targets. While a plant could be put out of commission, the system of Regulators would allow the plant to be by-passed, and rather than backing up into citizen’s homes and businesses, raw sewage from the particular drainage district would flow into a nearby harbor or bay until the plant could be repaired and service resumed.

Revenue Impact of the World Trade Center Disaster The WTC attack will have an impact on current and, perhaps, future revenue cash flows to the Water Board. The following possible impacts have been identified.

Late Payment Charges The Water Board’s lock box and payment processing operation and DEP’s bill printing vendor were both located in the affected area below 14*'’ Street. Disaster recovery procedures have been implemented. Payments mailed to the Church Street lockbox are being re-directed by the USPS to the Main Post Office at 33”^ and 8*'’. JP Morgan Chase, the lockbox vendor, has reoccupied the premises at 55 Water Street, which houses their payment-processing center, and resumed operations. They are fully operational as of 9/21. Our bill­ printing vendor was also located within the cordoned area. There was a one- week lag in the printing and mailing of bills, but bill printing is now fully operational and bills are being mailed. Due to the above, the imposition of interest has been suspended. Once Chase has processed the backlog of payments, anticipated to be 9/28 at the latest, the imposition of late payment charges will be reinstated. The projected cost of foregoing interest charges for a three-week period is approximately $2 million dollars.

Reduced Water Consumption - WTC Complex The WTC facility itself is non-viable and will be for the foreseeable future. The area is closed off to commerce and residence. Records indicate that billings to the complex averaged approximately $100,000 per month, or about $1.2 million per year. This is less than 1/10*’’ of 1% of annual System revenues. The current revenue impact, however, will not equal 100% of the
