Battery Park City
South Battery Park areas are still in the cleanup stage. These areas include various
streets and sidewalks, parking lots, ball fields and the promenade.
Completed inspections of roof tops of buildings. Cleanup work will entail extensive
ringing and use of vac trucks. Discussed flan of action and whether this is something we
want to undertake with EPA. Timeframe to complete will be extensive. EPA has passed
on this issue to the Anny Corp of Engineers, Does not look to positive.

Lefrak building
Courtyard cleanup complete. Work on facade of gateway plaza tower(600) continues into
Tuesday morning. Residents should not be allowed in without protection until facade
debri is removed from gateway tower. Lefrak was also notified that garage facade and
inside areas must be cleaned otherwise they will spread contamination in the immediate
area.

♦Battery Pari: City misinfoftned their tenants by posting signs in Gateway Plaza complex
infonning residents that all questions concerning health and reoccupancy should be
directed to Paul Barnett at Pier 92. Per the memo dated 10/2 from OEM. all questions
concerning environmental issues will be directed to the EPA which is now the lead
agency on these issues.
♦OEM & DEP to meet at 6:45am on 10/2 to give OEM r^resenative a tour of Gateway
Plaza. Owners of Gateway Plaza no longer want to maintain their agreement in having
tenants enter the complex through the promendade via SouthEnd Ave. and Albany Street.
This access way was cleaned and cleared for the public access to the Gateway Plaza. On
10/2, Battery Park City owners have cordoned off the promenade from entry to their
tenets according to DERTA and DEP OEM observation, hi addition, they have been
giving access through Liberty and South End Ave which has not been cleaned and is at
ground zero. DEP will identify the issues to OEM and maintain it's position in permitting
public entry only through the areas that have been cleaned and cleared, hi addition. OEM
will be advised that consideration of moving the decontamination wash station and
checkpoint at South End Ave and Albany is inadvisable. Such a move will open Battery
Park City South to recontamination with asbestos containing debris. OEM will be advised
of the! 10/2 memo issued from their office now identifying the EPA as the lead agency on
these:issues.
