C. All documents supporting reimbursements received from this Interagency Agreement shall be retained for six years and three months after final payment, in accordance with National Archives and Records Administration financial records management guidelines.

V. Work Plan Schedule

With exception to the final report, all elements of the program which are presented in Section III above will be conducted simultaneously. With EPA being responsible for working with and management of contractors, the scheduling of this work will be consistent with the period of performance specified in the contracts between NYC and the cleaning and sampling contractors. Based on our review of these contracts, work will be performed for 18 months from the time the contracts are awarded. Contracts will be awarded in June 2003 and be active until they terminate in December 2003. The preparation of the final report is expected to require 2 months to complete, thereby resulting in an lAG completion date of February 2004.

VI. Estimated Cost Breakdown

Assumptions: Due to the uncertainty in how responsive the public will be in requesting sampling and cleaning, this cost estimate will be based on the following assumptions.

Total residential spaces in area eligible for cleaning and sampling: 31,000 A. 50% of residences request cleaning: 15,500 B. of the 15,500 that are cleaned, all need to be sampled C. of the 15,500 that are cleaned, 10% require re-cleaning: 1550 D. of the 1,550 that need to be re-cleaned, all need to be re-sampled: 1,550 E. 10% of residence request sampling: 3,100 F. of the 3,100 that request sampling, 50% need cleaning: 1,550 G. of the 1550 that need to be cleaned, all need to be re-sampled: 1,550 H. of the 1,550 re-sampled 10% require re-cleaning: 155 I. of the 155 re-cleaned, all require re-sampling: 155

Total residences to be cleaned (A+C+F+H) = 18,755 Total residences to be sampled(B+D+E+G+I) =21,855

Cleaning will be conducted over an 18 month period. An average of 256 residences will be cleaned per week. Cleaning will be conducted from 8:00 am to 6:00 pm daily, seven day pa* week. The cleaning and sampling of a residential space is estimated to require 3 days to complete. Sampling .will require 10-12 hours, which includes the setup and breakdown of equipment.
