16) Now that you are offering to pay for cleanups, will FEMA reimburse people who already had their apartments cleaned or tested? We are working with FEMA to determine if there is a mechanism for reimbursing individuals who previously paid for cleaning their apartments. Residents who had their apartments cleaned are eligible for cleaning and testing through this program.

17) What flnancial assistance is available to commercial property owners for cleaning? FEMA's assistance generally supplements insurance, and commercial entities are not eligible for direct financial assistance. Low-interest loans are available to small businesses. Commercial property owners should direct their questions to FEMA, the Small Business Administration and the Lower Manhattan Development Corporation.

18) Will the agencies be cleaning any commercial properties? The city, through this program, will be cleaning a small number of commercial spaces in the unoccupied, uncleaned buildings and will also be cleaning building roofs and facades to prevent any dust or debris from re-entering interior spaces.

FEMA is supporting this program because there is a need to expedite the work in order to prevent any re-entrainment of debris or dust from the WTC collapse. Re-entrainment could pose increased long-term health threats and slow the economic redevelopment of Lower Manhattan. The removal of the residual dust makes sense now that the recovery efforts at Ground Zero are nearly complete.
