EPA CLEANING / TESTING PROGRAM

1. Direct Assistance Program

The target area (south of Canal Street) will be divided into four zones viz. Zone A, Zone B, Zone C and Zone D. Out of 31,000 apartments in the target zone, it is assumed that 15,000 occupants will request for cleaning and testing, and 5000 occupants will request for testing.

• Call Center contract to cover all indoor air and dust concerns within the target area. • Clean up contract for each Zone (four contracts) • Consultant for each zone (four contracts) to coordinate, supervise and to conduct air monitoring

2. Clean up of Dirty & Unoccupied Buildings

NYC OEM has identified about five buildings that falls in this category. DEP will attempt to contact the building owners to find out the status of any cleaning and / or testing the building owner had undertaken.

• DEP or the Consultant hired by DEP will survey the building and collect samples. • Based on the results of the sample DEP will hire an asbestos contractor or a regular clean up contractor. The clean up contractors will be required to inspect the buildings before bidding the jobs.
