NYC 9/11 Public Portal Document . “Air Supply Ducts - e The air supply ducts extend from the air handler to rooms on both floora of the premises. Following is a summary of the hygienic deficiencies noted and the corrective actions recommended: ® The ducts that we inspected in the master bedroom are lined with fiberglass insulation on the interior gurfices. We expect that all ducts throughout the premises are similarly fined. The lower horizontal surface containg a moderate level of loose dust. Becsuse of the textured surface of the fibatgiass, some of this dust will be engramed. A wipe sample was taken from the loose dust and analyzed for metale content. The EMSL laboratory results indicate the presence of significant levels of toxic metals in this dust. The composition of the metals in this dust is similar to that which we have detected at other premises in the vicinuty of the World Trade Center disaster site. For example, the lead concentration level is 600 ug/f”. This contrasts to the lead clearance standards of 40 ug/ft” on floors, 250 ug/f” on window sills, and 400 ue/ft” in window wells. Also, present in the dust ace higher than background levels of arsenic, chromimn, and nickel. Direct contact vacuuming of fiberglass ned ductwork is not recommended becanse such either to suction these ducts using high velocity HEPA filtered collectors or to encapsulate the fiberpiass surfaces with an encapsulant soch as Fosters 40/20. Because we noted mimerous damages to the fibergists liner, especially where air flow dampers (stationery dampers) are installed and at sclvages, we recommend that these fiberglass lined ducts be encapsulated. This fiberpjass fibers is associated with chronic inflammatory responses at fiber deposition sites in the respiratory tract. To provide access for this encapsulation, it will be necessary to cut sccess opetings into the ceilings. Permanent access doors can then be installed by a carpenter for aesthetic purposes and also to provida access for firtare inspection and duct cleaning projects. Fosters 40/20 and equivalent products Fostera 40/20 is a low-toxicity product. However, it emits a typical paint odor until cured which " gonmally requires approximately 48-72 hours. Persons with known sensitivities to paim odors/vapots should not re-occupy the area until odors are no longer discemible, Fosters 40/20 should: not be applied if the areas are wet.
