C. Vehicle Inventory and Activity The vehicle inventory and activity team will arrange for the collection and dissemination of vehicle inventory/activity data at the worksite. This information is critical to the early implementation of the project. There is a need for immediate, general inventory infonnation and fueling characteristics of the recovery effort. As the project moves forward, there will be a need for this information to be further refined.

Vehicle inventory & activity team responsibilities: • General inventory of parties operating at the site (government, contractors, subcontractors, sub-subcontractors, etc.) • General inventory of vehicles operating at the worksite, including activity. • Determine the life of vehicles and classes of vehicles. • Detennine where the vehicles originate. • Detennine equipment ownership vs. operator issues (leased vs. owned). • Detennine the fueling infrastructure, consumption and logistics of fueling at the site. • Develop initial relationships with the people working directly at the site & begin communicating the need for the project (workers health/community health issues).

D. Air Quality Monitoring & Public Health The ambient air monitoring team will track the progress and results of ambient air monitoring and personal exposure monitoring carried out by DEC and EPA at the work zones in New York.

Ambient air monitoring & public health team responsibilities: • Determine the sources of information that are available. • Determination of the species of air pollutants of highest concentration in the work zone. • Determine the exposure levels to the workers and community at the work zone. • Recommend the pollutants which must be most immediately controlled. • Determine methods to track progress.
