action", or clean up, include investigation, reporting, abatement, and clean up of releases of regulated substances into the environment.

The U.S. EPA developed the UST regulations to be flexible and to be implemented by state and local agencies. To give states the latitude to tailor their corrective action programs to meet their needs and circumstances, U.S EPA's regulations do not specify cleanup lev ;:ls or administrative procedures that states must follow. Instead, the regulations provide only that state or local cleanup programs must be protective of human health and the environment, allowing atates to make choices about how they will design and conduct their corrective action programs.

Environmental Impacts

New York City has promulgated Rules and Regulations for the Protection ffom Contamination, Degradation and Pollution of the New York City Water Supply and Its Sources, Chapter 18, effective May 1,1997. The NYC Department of Environmental Protection enforces these rules and regulations. Since this is the case, no adverse environmental impacts associated with the operation of underground or aboveground storage tanks are anticipated associated with any proposed action alternative.

3.9 CUMULATIVE IMPACTS

Cumulative impacts are those, which result from the incremental impact of the action when added to other past, present, and reasonably foreseeable future actions, regardless of which agency, or person undertakes such actions. The assessment of cumulative impacts will be implemented in accordance with guidance titled Considering Cumulative Effects under the National Environmental Policy Act (CEQ 1997) and will include an overview of the New York City Metropolitan Region in order to place, in context the more detailed descriptions of the area of potential effect. The discussion will include such topics as regional geography, broad demographic data, major land use patterns, centers of economic activity, and the regional transportation network. Reasonably foreseeable actions will be defined through coordination with Federal agencies having oversight or regulatory authority in the New York City Metropolitan Region. Environmertal Assessments and Environmental Impact Statements submitted for review and comment will be obtained or summarized to identify potential future projects and associated potential cumulative impacts. The following projects have been initially identified as being deserving of potential cumulative impact analyses. Future work will refine this lis* of potential regional projects that may be included in the cumulative impact assessment.
