house engineers to monitor all aspects of this construction process. This system should make vendor approvals, design changes (change orders), payments and other project features rapidly trackable and help prevent errors and speed approvals. As we go forward, we plan to have this available for contractors as well. This is our largest current construction project projected at 2.3 billion dollars and is expected to involve 30-40 contractors and over 100 subcontractors on a fifty-four acre site. In the future, we plan to expand the use this type of system to all of our major projects.

KWIC Management Plan/Kensico Reservoir DEP will meet shortly with the co-chairs of the Kensico Watershed Improvement Committee (KWIC), and the Town of North Castle Supervisor, to discuss a public presentation of the Route 120 Management Plan. KWIC, intends to launch a media campaign to notify the public of the plan's existence, and conduct a public presentation of the plan which was developed by the Town and the corporations on Route 120, with technical and administrative support from DE. The plan establishes management practices that will be employed by the Town and the corporations to prevent pollution of the Kensico Reservoir from stormwater runoff, hazardous materials, waterfowl, turf management chemicals, winter road maintenance practices, wastewater and other potential pollutants.

Customer Service

Community Outreach regarding Odor Control at North River Plant n compliance with the North River Consent Order, the Agency seeks to keep the West Harlem community informed and respond to issues raised by that community. In past meetings , members of the North River Community Environmental Review Board, Community Board #9 officials and other interested citizens raised questions concerning how plant personnel respond to local odor complaints and types of data generated by air monitoring meters within the North River plant. In prior community meetings we had provided all parties with information on the monitors dispersed throughout the surrounding area. We responded by inviting members of the Board and others to the plant and demonstrating the in-plant metering equipment.

Updates

General Water Quality and Quantity As of December 8, the reservoirs were at 82.2% of capacity. Normal capacity for this time of year is 72.4%. Consumption for December 7 was 1172.9 million gallons. The quality of Catskill/Delaware and Croton source water continues to be excellent. As the attached chart (see Attachment-B) explains, the normal reservoir capacity curve starts increasing on December 1st and continues increasing until June 1st when normal expected capacity reaches 100%.

Shaft 18 Spill A contractor working at Shaft 18 pumped water containing traces of PCBs and lead into the wrong manhole. DEP had received a permit to discharge the water to a sewer, through which the water
