Island. DOS proposes to construct a transfer facility in order to load waste directly onto railroad cars rather than truck the material into New Jersey. DOS and their consultants are now preparing a sewer certification application for the proposed facility. Middle School/High School 368 at Tibbet Avenue Extension; Bronx DEP Engineers completed its review of a site connection proposal submitted by the NYC School Construction Authority (SCA) and their consultant engineer for this school site in the Bronx.

Request to Reduce EPA Lead Sampling It was previously reported that a letter was sent to the NYSDOH requesting a reduction in EPA mandated lead and copperamplinffóth twice per year to annually DEP hac received word from bih the NYSDOH and the NYCDOH that this request will be approved, pending City Health's fluffier review of previously submitted data. The next round of sampling will ere ore be conducted in June, the tact mat e NYCDOH will be giving the formal approval is new. City Health will be assuming many of the oversight responsibilities formerly held by the State, with EPA Lead Sampling becoming one of the first. (See below).

Transition of NYC Water Supply Oversight Dutiesfrom State to City Dept. of Health DEP has been notified by NYCDOH that certain responsibilities for oversight of NYC water supply operations is being shifted from NYSDOH to NYCDOH. This week DEP received a visit from the Chief Engineer in the Office of Public Health Engineering, with further information on this transition. Funds will be transferred from the State to the City to help cover costs of the new duties that NYCDOH will be taking on (an amount of $400,000 per year, we believe). The duties that were mentioned as being shifted to the City include: plan review for any treatment/system modifications (e.g., development of UV for Cat/Del); field oversight (e.g., coliform/boil water events). Apparently 4 watershed programs oversight will remain with NYSDOH. A meeting is to be scheduled between Ox NYSDOH, NYCDOH and NYCDEP, probably in January, to formalize the transition. In preparation 4' 2-'' P for that meeting, NYCDOH is interested in a pre-meeting in December with NYCDEP.

Re-en gineering/Plano ing/E-Government

Electronic Bidding In April of this year DEP became the first city, or state agency, in New York to offer bid documents and drawings on CD ROM (Kensico Flow Control Structure -Contract 566C). We are current y working toward our goal of offering ALL of the Department's bid offerings in this format. The next contracts we expect to offer in this format will be the Croton Filtration Site Preparation (CRO311) and the Spring Creek CSO project due out in early February. Drawings will be available in both AutoCAD and/or by using a resident Alchemy viewer. In the AutoCAD format, fee estimating software can be used which will allow contractors to more efficiently estimate the anticipated costs of the project in a sorter time frame.
