Con Edison Steam Pipe Explosion On Sunday, November 26, 2000, at approximately 12:47 p.m. we received telephone notification from Con Edison of a steam line explosion at East 63rd Street and Madison Avenue in Manhattan. Staff responded to the site, where they found that the explosion had spread suspected asbestos-containing debris along East 63rd Street, on vehicles parked on the street, and on the facades and the roofs of the buildings. Con Edison's initial response was that they had abated that steam line therefore, there was no asbestos in the debris released by the explosion. We took six samples of debris from around the crater. Four of these samples tested positive for Amosite Asbestos. In response to these findings, we issued Con Edison an order to immediately start air monitoring and to hire an Asbestos Abatement Contractor to clean up all affected surfaces. No injuries were reported as a result of the explosion. The project started on Sunday, November 26 and was completed on Tuesday, November 28, 2000. We were on site at all times to make sure that all clean-up activities were done in compliance with New York City, State and Federal Regulations.
