DEP has explored the possibility ofiarranging for an outside vendor to receive the One Call notifications on behalf of the City and mark out the City's underground facilities as required. Our research indicates that there are a number of firms which would be willing to bid to perform this work for a fee. As DEP is the agency responsible for the vast majority of the City's underground facilities, it is prepared to join One Call and seek a budget in order to initiate a procurement for the mark out work for itself; however we believe it may be advantageous for all of the City's underground facility operators to join together in this endeavor. Also, it is our belief that the entities which seek to excavate in thQ streets of the City and therefore require the mark outs should be made responsible for the City's costs in performing this service and that such costs should not be passed along to the ratepayers/taxpayers. This can be accomplished by adding a small additional amount to cover the cost of the mark out contract onto the fee paid for DOT street opening permits.

We have already taken the liberty of reaching out to DOT and DOT staff has expressed interest in joining in• this initiative subject to discussions and input by Commissioner Weinshall. Therefore, I would seek the assistance of your good offices in securing necessary input and advice from City Hall and coordinating the involvement of the various agencies should the decision be made to move forward in the manner which I have outlined above.
