RE; Proposed New Hire - Heather Belovin
I enclose herewith a signed DEP-2 form, requesting approval of the hiring of Heather Belovin as an Agency Attorney-III, at an initial salary of $65,000 per annum.
Heather previously worked for my Bureau, until she left approximately 2 months ago to take a position with the Department of Youth and Community Services. She has indicated a desire to return to DEP, provided she is "held harmless" in terms of a salary increase she had been promised at Youth Services. In this regard, Heather was promised an increase to $65,000 per annum after the anniversary of her last raise (1 am advised that the anniversary date would be January 10, 2001).
Accordingly, the enclosed DEP-2 reflects a promotion to Attorney-III (her last position with DEP was as an Attorney-II), at a salary of $65,000 per annum.
I discussed this new hire (in actuality, a re-hire) with Commissioner Miele, and Charles Sturcken. They agree with me that if it can be accomplished, it would be far preferable to hire an experienced attorney who is familiar with DEP staff and practices, rather than hiring an "unknown".
Upon her re-hiring, Heather would again work as a watershed attorney under the supervision of Sandra Jackson. During her prior tenure at DEP, Heather demonstrated that she was a competent and dedicated attorney, fully capable of handling this work and representing the agency's best interests. I have no reason to believe that her performance in the future will be
