Joel A. Miele Sr., P.E. Commissioner New York City Department of Environmental Protection 59-17 Junction Boulevard, 19th Floor Corona, New York 11368

Re: The Concrete Industry Board

Dear Commissioner Miele:

I am writing in response to your request for authorization to serve on the Board of Directors of the Concrete Industry Board, Inc.

The Concrete Industry Board is a not-for-profit Trade Association of concrete producers which researches technical issues, establishes standards, and sets forth strengths and weaknesses with regard to the production of concrete. Since DEP is a dues-paying member of the Concrete Industry Board, this can may be seen as the Board engaging in business dealings with DEP.

I have reviewed the materials you provided on the Board and find that your participation as a Member of the Board of Directors would be beneficial to the purposes and interests of the City of New York. As DEP is one of the City's biggest users of concrete, your sitting on the Board of Directors would enable you to represent agency concerns, as well as gain more knowledge about the concrete industry.

In accordance with the Section 2604(c)(6)(b) of the City Charter, please allow this letter to serve as my approval of your becoming a Member of the Board of Directors of the Concrete Industry Board. I have been advised that as a Board Member, you may not take part in any of the organization's business dealings with the City; may not be paid for the volunteer work; must not perform the volunteer work on City time and may not use City personnel, letterhead, equipment, supplies or resources.

Best wishes for a happy and healthy holiday season.

Very truly yours,

Joseph J. Lhota Deputy Mayor for Operations
