I am writing to request your approval to sit on the Board of Directors of the Concrete Industry Board, Inc. I am enclosing some background Joel A. Miele Sr., P.E. materials on the Board for your review. Commissioner Tel (718)595-6565 DEP is a dues paying member of the Concrete Industry Board. Since this Fax (718)595-3525 can be seen as DEP having business dealings with the Board, in [email protected] accordance with the Conflicts of Interest provisions of the City Charter (Chapter 68), a waiver from your office is required in order for me to sit on the Board of Directors.

The Concrete Industry Board is a not-for-profit organization which was formed for the purpose of improving and disseminating knowledge concerning the use and application of concrete in construction. In furtherance of that purpose, the Board (among other things) promotes technical education, certification of field personnel working with concrete, establishment of quality control standards for the testing and production of concrete, and the preparation of technical manuals.

DEP is a heavy user of concrete in its capital construction program. Most of the major structures we build or renovate (such as sewage treatment plants, dams, spillways, and other such facilities) rely on concrete. In point of fact, some of the structures we are responsible for use concrete in unique and highly specialized ways (e.g., as lining for the Third Water Tunnel). I believe that by serving on the Board of Directors of the Concrete Industry Board, I will be advancing the purposes and interests of the City in the following ways:

1) I will be able to share our experience in working with concrete as a construction material and in turn be able to learn from the experience of other members;

2) I will be able to disseminate information learned from the Board to appropriate members of DEP engineering and field staff; and

3) I will be able to encourage appropriate DEP staff to become involved in, contribute to, and learn from the technical work done by the Board in developing and refining standards and practices for
