Joel A. Miele Sr., P.E. ~SUBJ.: Deputy Commissioner Positions Commissioner 'There are currently three (3) vacant Deputy Commissioner positions within the 'Department of Environmental Protection. Upon careful review, I have decided to Iappoint Elizabeth Collins as Deputy Commissioner, Bureau of Customer Services; Michael Principe as Deputy Commissioner, Bureau of Water Supply; and Alfonso Lopez as Deputy Commissioner, Bureau of Wastewater Treatment.

! The following is a brief overview of each candidate

;Elizabeth Collins Ms. Collins has been employed by the City of New York since 1990, working for several Mayoral Agencies including the Department of Parks and Recreation, New York City Council and the Office of Management and Budget. She is currently employed by the Mayor's Office as a policy advisor. Ms. Collins holds a M.P.A from Baruch College and a B.A from Bernard College.

Michael Principe Mr. Principe has been employed by the Department of Environmental Protection since October 1981, serving in positions that have continually increased in scope and responsibility. He started with the City as an Assistant Chemist, progressing to an Associate Chemist and then a City Research Scientist. In 1989, he became an Administrative Director of Laboratories. Mr. Principe holds a Ph.D. and a M.Phil. in Biology from CUNY Graduate School and University Center, a M.S. 'in Environmental Science from CUNY College of Environmental Science & Forestry, and a B.S. in Natural Resources from Cornell University. He has also published many articles, pamphlets and handbooks for DEP and other affiliates. Mr. Principe served as the former Deputy Commissioner's deputy and has a well established record with environmental groups and water quality experts. He is also familiar with local communities and their representatives.
