FEB-07-2001 1S:37 MAYOR'S OFC of ENV. COORD 1 212 780 2941 P.04/05

As for the High Line project, EDC is awaiting sign-off from Deputy Mayor Harding before issuing the negative declaration. Deputy Mayor Harding wants to make sure the Mayor is fully briefed before proceeding.

In order to make our interactions with EDC more efficient. MOEC has provided EDC with a model "lead agency" letter to be used for future projects.

Environmental Justice Advisory Group: The DEC EJ Advisory Group meeting scheduled for February 1 has not yet been rescheduled.

EPA Brownfields Grant: MOEC is gathering comment on the draft MOU for the Carroll Gardens "Public Place" site from the relevant City agencies. After the agencies' comments have been incorporated into the MOU, we will contact KeySpan to begin discussions about the MOU and the proposed Site Investigation.

There have been no developments on the Mariners Marsh pilot site in the last week. The Parks Department sent us photographs that they took of a section of the Vernam Barbadoes Peninsula. We forwarded the photographs to Fred Covino to see if they reveal any potential West Nile or rat issues that may need further investigation.

The draft Site Investigation report on Barretto Point is still under review by NYS DEC. MOEC is working with DEP to plan the next meeting with community leaders and elected officials regarding this site.

Regarding Bushwick Housing, a draft Site Investigation Report for Site 1 is expected to be ready at the end of the month, and HPD is awaiting test results from site 2.

EPA Brownftelds Roundtable for NYS Pilot Cities: This meeting is scheduled for February 8 and will focus on brownfields financing. Lee Ilan will represent MOEC and New York City.

NYS Bond Act Brownfield Projects. For ten of the eleven Melrose Commons sites, tanks have been removed and soil testing has been completed, for which results are expected next week. The other site requires the eviction of a tenant that will not vacate, HPD is compiling project costs for inclusiofl in the State Assistance Contracts.

Regarding the Bush Terminal Landfill site, EDC and DEP are reviewing the consultant's draft of the Site Investigation report. MOEC has asked DBS (which has site jurisdiction) to arrange for the legal subdivision of the lot into two lots: the upland portion, and the underwater land, which the state will not indemnify under the Bond Act program.

MOEC provided instructions and documentation regarding the Bond Act to the new project manager for the Maspeth site. DEP is arranging to get information to DEC that is necessary for the preparation of a State Assistance Contract for this project.
