FEB-O7-2@01 15:37 MAYOR'S DEC of ENV. COORD 1 212 788 2941 P.03/05

Bloomingdale Park: MOEC is helping DDC to incorporate public comments into the final EIS. The second public hearing on the DEIS is being held in Staten Island tonight. Please be advised that DDC may be experiencing procurement and/or budgeting issues with this project that need to be worked out with OMB and perhaps MOC. Although MOEC is not familiar with the details of these matters, we are confident that DDC will brief you on this aspect of the project.

Onaoine Projects

West Nile Virus EIS: Internal review of the draft EIS chapters is proceeding according to schedule. A meeting to apprise DEC of progress on the "Natural Resources" chapter of the EIS working draft is scheduled for Monday, February 12. A conference call with representatives of the pesticide manufacturers' trade association is scheduled for tomorrow to discuss the City's proposed Confidentiality Agreement.

HPD/Arveme: MOEC met with representatives of HPD on February 6 to discuss additional residential development in Arveme. A meeting with HPD and DEC will be scheduled in late February.

PSAC: MOEC met with DDC, OMB, NYPD, and the Criminal Justice Coordinator's Office on February 1 to discuss this project. We recommended that NYPD have a consultant prepare the environmental review documents for this project and that certain categories such as traffic, parking, noise and air will need particular attention. DDC will procure a consultant for these services. DDC and NYPD consulted with City Planning on this project and determined that no ULURP is needed_ At this point, DDC would like to head down the path of a negative declaration for the environmental review. MOEC advised that the appropriate analysis should be conducted to justify this determination. It was indicated to MOEC that there were several alternative designs and plans that were being considered for the project. DDC and NYPD were presenting the project to Joe Rose last week to address potential zoning override issues.

KeySpan/Coney Island; An internal City meeting was held on February 5 to discuss the issues raised by the latest correspondence from KeySpan. DCAS is expected to prepare a draft response. The other involved City agencies will assist DCAS with this response. The draft will be circulated for internal review next week. KeySpan has still not contacted DEP regarding site investigation protocols.

EDC Projects: MOEC continues to work closely on a number of EDC-managed projects. The most important projects currently being reviewed are the Hunts Point Seafood Market and the High Line.

With regard to the Hunts Point Seafood Market, MOEC recently received a series of draft environmental review documents (a lead agency letter, a positive declaration, EAS and a draft scoping document) from EDC's consultants. We will work with EDC and the proper technical agencies to make certain that these documents, and especially the draft scoping document, are thorough and complete. In our experience, this up-front work will expedite the overall environmental review for this project.
