Barbara, ECB is a separate quasi-agency/board that adjudicates various agency violations of the City's administrative code (i.e., health, consumer affairs, environmental, etc.). I am really not sure of all the details myself but I believe agencies like DOH, DEP or DCA issue health, environmental and other business violations against individual or corporate entities, which can then be contestest before ECB. DOF only comes into play on ECB collections matters. When businesses are found guilty and they don't pay, summonses go into judgment. ECB has it own collections dunning notice program, but when they are not successful in collecting funds eventually they turn it over to Finance. Finance has been working with ECB for quite some time to finalize terms of a formal MOU for our collection work on their behalf (we took over the function but never really worked out all of the details)
