FROM: Joseph Seymour RE: World Trade Center Job Retention Power
The Governor has directed the New York Power Authority to work with a number of agencies to develop a program which will provide low cost power to former occupants of the World Trade Center which have relocated in New York City.
Pursuant to a contract between the Power Authority and the Port Authority, we provided about 80 MW of lower priced power to the World Trade Center for resale to the Port Authority's tenants. Most of these tenants were businesses with some use of the property by the Authority itself and by the State Port
Department of Taxation and Finance.
We believe resale of this power for economic redevelopment in the devastated area and business and job retention may be possible under existing legislative authority,. regulatory settlements, and delivery agreements. The power could be provided by sale to the City of New York for resale to former
WTC business customers through the New York City Public Utility Service Agency or by sale to the Authority for resale to such customers who become Port
tenants of its redevelopment projects. In either case, power would be delivered by Con Edison through existing contracts the Power Authority has for sales to governmental entities Southeastern New York. in
State law (section 1005 of the Public Authorities Law) authorizes the New York Power Authority to sell power to the City of New York and the Port Authority,
