preparing the abatement and demolition plans has been the prevention of any releases into the environment and impact on neighboring residents and workers. The abatement and demolition of 133-135 Greenwich Street and 21-23 Thames Street in a safe and effective manner requires the best efforts of all concerned to ensure that it is completed properly and safely.

The abatement and demolition plans are intended to implement best management practices for all phases of the abatement and demolition project, to incorporate containment measures to control potential releases of contaminants, and to provide comprehensive air monitoring coupled with appropriate mechanisms which may trigger work stoppage to address any releases that may occur. Adherence to the safeguards contained in the abatement and demolition plans, and careful monitoring of abatement and demolition activities throughout the project will help prevent the occurrence of situations that may present an imminent and substantial endangerment to public health and the environment.

Specifically, the abatement and demolition plans include the following:

• Part I Revised Work Plan for Abatement and Demolition of 133-135 Greenwich Street and 21-23 Thames Street, dated November 10, 2005;

• Part II Environmental Community Air Monitoring Plan During the Abatement and Demolition of 133-135 Greenwich Street and 21-23 Thames Street, dated November 4, 2005;

• Part IV Waste Sampling and Management Plan for the Abatement and Demolition of 133-135 Greenwich Street and 21-23 Thames Street, dated November 4, 2005;

• Part V Quality Assurance Project Plan for the Environmental Community Air Monitoring Program and Waste Management Plan, 133-135 Greenwich Street/21-23 Thames Street, dated November 9, 2005;

• November 8, 2005 letter, and its attachment, from Mr. Benn Lewis, of Airtek, to Mr. Pat Evangelista, of EPA, with regard to waste characterization sampling;
