0 ■ Significant water damage occurred to floors 5 through 38 of the Hotel as a result of fire fighting 0 efforts to contain a fire that was burning in the office building directly adjacent to the north. Fire hoses were run from the standpipes in the Hotel stairwells through the hallways and into the 0 guestrooms. The fire hoses were anchored at the windows in the guestrooms and directed north ■ to the office building.

■ Hillmann observed all areas of the Hotel and collected representative dust and debris samples for analysis as well as air samples. The results of these analyses can be found in the Hillmann Report. It was determined that the dust observed throughout the Hotel was non-asbestos containing (<1%). (Note: The results of this sampling were consistent with the findings of an asbestos survey of the ■ Hotel conducted in 1996 by AquaTerra of New York, NY which found no friable asbestos- containing materials in the Hotel.)

Remedial Response

On September 23, 2001, Environmental Drying Services d.b.a. Environmental Disaster Services . ("EDS") was mobilized to the site to commence clean-up activities. As Hillmann assessed various areas of the Hotel, EDS commenced drying and cleaning operations. EDS provided dehumidifiers, air movers, carpet extractors, pumps, and other equipment and materials necessary to remove the moisture from the building. In addition, wall cavities were inspected and anti-microbial applied. Ozone generating equipment was used to deodorize the facility. During the drying activities, moisture levels in the walls were monitored using moisture meters 0 to determine when the walls had dried to within Industry Standards.

All horizontal and vertical surfaces of the Hotel including furniture and fixtures were Hepa vacuumed, and wet wiped with appropriate cleaners. Upholstered items and carpet were cleaned with extraction equipment. Bathrooms were cleaned and sanitized and electronic equipment was externally vacuumed with Hepa vacuums. The interiors of all file cabinets, desks and other furniture were opened, inspected, and cleaned if determined necessary.

. Due to the significant volume of dust and debris present in Roy's Restaurant, the associated kitchen and adjacent corridor, there was concern that dust could be spread to other areas of the Hotel during clean-up. In order to prevent this from occurring, a decision was made to clean-up these areas under containment. A licensed asbestos contractor, LVI Environmental Services of Clifton, New Jersey, was hired to perform this clean-up. This work is more fully discussed in the Hillmann Report. ■

■ In order to control the re-introduction of dust and debris into the Hotel, access was limited to the entrance door on Carlisle Street. Prior to entering the Hotel, shoes were washed down of dust • and debris and exterior garments were removed or brushed off. This access point was monitored by Red Cross volunteers who directed all those entering to the wash down areas. a
