• Air Monitoring

• Hillmann had advised CCMH FIN Center LLC that the former WTC complex had some asbestos containing materials and that air monitoring was on-going around the WTC site. Consequently, • an air monitoring program was implemented at the Hotel.

The purpose of this program was to test the air quality in those spaces occupied by the Red Cross • and the WTC workers to determine whether or not asbestos fibers were being transported into the Hotel by the WTC workers. Accredited Environmental Technologies ("AET") of Media, PA was contracted to conduct the air sampling and analysis. This testing occurred weekly and then ■ bi-weekly from October 13, 2001 through December 19, 2001. A subsequent sampling and analysis event occurred post opening on April 9, 2002. The results of the air sampling performed by AET are attached in Appendix B. Also included in Appendix B are the results of air sampling • performed by ATC Associates (on behalf of the City of New York) of the Hotel Ballroom. The Hotel Ballroom was serving as the Red Cross Dining Room. All air sample results were below the New York City Department of Environmental Protection's re-occupancy level.

■ Conclusion

■ The results of the dust and debris sampling at the Hotel did not evidence asbestos above the EPA's definition of 1% asbestos by weight. Air samples collected and analyzed by Hillmann • and AET, including final clearance samples, reported fibers below the New York City Department of Environmental Protection's re-occupancy level.
