U • Introduction
The New York Financial Center Marriott Hotel ("the Hotel") is located at 85 West Street, two blocks south of the former World Trade Center ("WTC"). It is a 40-story, 504 guest room, full • service hotel constructed in 1990.
On September 11, 2001 the Hotel was open and operating for business as usual. During the • attacks on the World Trade Center and its subsequent collapse, the Hotel was evacuated. Damage to the Hotel included broken windows and dust and debris accumulation throughout the • building. As a result of fire fighting efforts, basement flooding and water damage occurred to interior fixtures, finishes and equipment throughout the Hotel.
S Clean-up efforts at the Hotel began in late September with the Hotel re-opening on January 7, 2002. Repairs to building components and the Hotel interior continue to be performed as of the date of this report.
During October and November 2001, the Red Cross occupied the first three floors of the Hotel. . The Red Cross provided meals, hot showers, rest areas, and supplies to the workers associated with the recovery and clean-up efforts at the former WTC site. The areas of the Hotel occupied ■ by the Red Cross included the 1St floor lobby; 2r,d floor ballroom, meeting rooms and kitchen; the 3rd floor ballroom and meeting rooms; and the 5th floor locker rooms.
■ Assessment
On September 18, 2001, CCMH Fin Center LLC was able to gain access to the Hotel to observe ■ and assess the damage. Hillmann Environmental Group of Union, New Jersey was mobilized to the Hotel at the request of FM Global, the insurance provider to CCMH Fin Center LLC. • Hillmann provided environmental consulting services through October 13, 2001. Hillmann's responsibilities included the assessment of the environmental conditions at the Hotel and providing recommendations for remedial action. Hillmann's services are more fully described in . their Air Monitoring and Quality Assurance Report, dated April 17, 2002 attached as Appendix A to this report (the "Hillmann Report").
The interior area of the Hotel exhibiting the worst damage was Roy's Restaurant, the associated kitchen and the adjacent corridor. These areas contained measurable quantities of dust and debris. Damage to this area occurred when the windows on the north and east side of the restaurant were blown out. Other areas evidencing dust and debris were the Battery Park Tavern . and the main hotel lobby which were under renovation at the time. These areas front onto West Street and were impacted when the windows along this facade were broken.
Throughout the remainder of the Hotel a fine layer of dust was evident on all horizontal and vertical surfaces.
