Regarding: Asbestos Testing at 176 Broadway, NYC
Dear Mr. Hinkley:
Ambient air sampling was conducted at various locations of 176 Broadway on September 25th, 26th,
& 27th, 2001. The sampling was conducted by licensed asbestos air sampling technicians
throughout the entire building. In addition, dust bulk sampling was conducted to determine if the
dust is asbestos-containing-material (ACM).
The air samples were transferred to Airtek's NYS DOH ELAP accredited laboratory via chain of
custody procedures. The air samples were analyzed with Phase Contrast Microscopy (PCM). In
PCM laboratory analysis method all fibers that meet certain criteria are counted. PCM laboratory
analysis method does not distinguish between asbestos fibers and non-asbestos fibers. The
laboratory results by PCM revealed that some air sample results were more than 0.01 fibers per
cubic centimeter (>0.01 f/cc), which is above the NYC clearance/reoccupancy criterion. The
samples that were above 0.01 f/cc were then transferred via chain-of-custody procedures to sub-
contracted ELAP and NVLAP accredited laboratories to be analyzed by NIOSH Method 7402
Transmission Electron Microscopy (TEM). TEM analysis is a more advanced method that
differentiates asbestos fibers from other fibers. The subsequent TEM analysis showed most fibers
to be of non-asbestos nature. The final results based on TEM analysis reveal levels below 0.01
asbestos fibers by cubic centimeters.
Bulk samples of dust found in the building were transferred to Airtek's NYS DOH ELAP accredited
laboratory via chain-of-custody procedures. These dust samples were analyzed with Polarized
Light Microscopy (PLM). All samples were found to be non-asbestos containing materials or
containing less than 1% asbestos by weight, which is the definition of an ACM.
The results of the analyses of all samples indicated concentrations to be less than the threshold of
0.01 fibers per cubic centimeters (< 0.01 f/cc) by TEM analyses for air samples, and less than one-
percent asbestos for bulk samples by PLM analysis.
