INTRODUCTION
The purpose of this work is to ensure that ventilation systems serving 114 Liberty Street are free
of contaminants, and that the HVAC systems are clean.
General Specifications Part I - Special Provisions
1.0 Statement of Work
THE CONTRACTOR SHALL PROVIDE ALL LABOR, MATERIAL, EQUIPMENT,
TRANSPORTATION AND SUPERVISION TO PERFORM THE FOLLOWING WORK:
General Description
The contractor shall thoroughly clean all existing HVAC supply and return ductwork including
ceiling plenum returns, and air handler units at 114 Liberty Street, New York, NY as per
General Specifications. Each floor contains 5,000 — 6,000 sq. ft. There are 11 floors plus a
penthouse.

Kitchen and bathroom exhaust systems are not included in this program. All utilities (water,
electrical) are functional and elevators and stairwells are available. Access to the penthouse
and roof is by circular stairs.
1.01 Qualification of the HVAC System Cleaning Contractor
(A) Membership: The HVAC system cleaning contractor shall be a certified member of
the National Air Duct Cleaners Association (NADCA), or shall maintain membership in a
nationally recognized non-profit industry organization dedicated to the cleaning of HVAC
systems.
(B) Certification: The HVAC system cleaning contractor shall have a minimum of one (1)
Air System Cleaning Specialist (ASCS) certified by NADCA on a full time basis, or shall
have staff certified by a nationally recognized certification program and organization
dedicated to the cleaning of HVAC systems.
(C) Supervisor Qualifications: A person certified as an ASCS by NADCA, or maintaining
an equivalent certification by a nationally recognized program and organization, shall be
responsible for the total work herein specified.
(D) Experience: The HVAC system-cleaning contractor shall submit three (3) references
in the field of HVAC system cleaning. Bids shall only be considered from firms that are
regularly engaged in HVAC system maintenance with an emphasis on HVAC system
cleaning and decontamination. A subcontractor may perform this portion of the work.
The NYCDEP shall be provided with all requirements as specified herein and shall pre-
approve the subcontractor.
