Action 3a. AGENCIES) AND, BRIEFLY, DESCRIBE THE DEVELOPMENT OR PROJECT THAT WOULD RESULT FROM THE PROPOSED ACTION(S) AND APPROVAL(S): SEE CEQR MANUAL SECTIONS 2A & 2B On behalf of the City University of New York (CUNY), the Dormitory Authority State of New York (DASNY) proposes to decontaminate and deconstruct Fiterman Hall in Lower Manhattan. The 16-story, steel-frame and concrete-slab building was irreparably damaged and infiltrated with contaminants on September 11, 2001, when 7 World Trade Center collapsed and struck the south facade. The impact led to the partial collapse of the southwest corner of the structure. The proposed action would include decontamination of the interior and exterior of the building, removal and disposal of building contents, and deconstruction of the existing, approximately 377,000-gross-square-foot structure. All decontamination and deconstruction activities would be conducted in accordance with the provisions of the project's Decontamination and Deconstruction Plan, which will be submitted to the U.S. Environmental Protection Agency for review and approval prior to the commencement of work. Preliminary planning is underway for a replacement building. When a proposal for the replacement building has been more fully developed it will be subject to an environmental review under the State Environmental Quality Review Act (SEQRA). DESCRIBE THE PURPOSE OF AND NEED FOR THE ACTION(S) AND APPROVAL(S): 3c. The decontamination and deconstruction of Fiterman Hall is necessary because the building was contaminated and structurally compromised beyond repair by the events of September 11, 2001.
